How to use your SQLearn STCW certificates if you plan to serve on board Liberian flag vessels?

*Only relate to applying for Liberian certificates and serving on board Liberian vessels. Seafarers need to check with other flags if they would accept STCW training certificates or original Liberian certificates under such other countries’ laws and regulations

Seafarers that have successfully completed SQLearn STCW Basic Training e-courses can submit the SQLearn certificate(s) for issuance of their original Liberian Special Qualification Certificate. Subject to availability of all other documents required, seafarers may apply for their Liberian certification via filing agents (who act on behalf of shipowners or ship managers) or directly.
SQLearn Courses Certificate(s) >> Collection of additional documents required (see point 1) >>> Applying via Filing Agent (see point 2) or directly (see point 3)

1. Documents / Information Required

  • Physical examination completed within the past year
  • Copy of national passport
  • Passport quality photograph (square format)
  • All copies of the SQLearn certificates that are required for Liberia original certificates (STCW Basic is made up of 4 parts)

  • Additional documentation may be required depending on the position the seafarer is sailing in. Please refer to RLM-118 (available at www.liscr.com) as the guide for specific Liberian requirements for obtaining certification depending on certification sought, and requisite fees

*Seafarer’s height, weight, eye color, hair color and any distinguishing marks are required (important to supply on the medical exam)

2. Applying Through the Filing Agent

If a seafarer is using a crewing agency or other company acting as an authorized Filing Agent to submit documents of seafarers to the Liberian Registry, he/she can submit documents through such authorized Filing Agent that is responsible for manning the Liberian vessel on which the seafarer will be sailing. The Filing Agent will guide you on the set of documents required.
